  Children’s mental health services were provided in Elgin county for twenty three years by Adolescent and Children’s Services, a program of St. Thomas Psychiatric Hospital. It was operated by the Ministry of Health with the primary funding coming from the Ministry of Community and Social Services.

In 1996, as part of the Ontario Provincial Government’s program of restructuring services, the Ministry of Community and Social Services announced that the program would be divested to the community. A task force, composed of community representatives, was formed to oversee this process. A "Request for Proposals" was issued in the early Fall of 1996 which, under the terms of the collective agreement between OPSEU and the provincial government, allowed for staff submissions.

Three staff of the program submitted a proposal that they had developed in consultation with a variety of community stakeholders. In January of 1997, the Ministry of Community and Social Services announced the selection of the staff proposal for a new agency to provide children’s mental health services to Elgin county.

The proposal called for the creation of an agency governed by a community based board of directors. The agency was incorporated as the "Child and Family Counselling Centre of Elgin," a corporation without share capital (not for profit). On March 28, 1997, Adolescent and Children’s Services ceased operations and on April 1st, 1997 CFCC opened its doors.

A board of directors was constituted and governance of the agency transferred to them from the proposal team. Staff were moved from the closing program and clients transferred to the new agency for continued service, thus completing the transition from former to new service provider.
